Dr. Barnes holds a Bachelor of Arts degree in Sociology with a minor in Teacher Education from the University of California, San Diego; a Master of Arts in Education: Multicultural Counseling from San Diego State University and a Doctor of Education in Educational Leadership with Community College Emphasis from San Diego State University.

Previously she served as Vice President of Student Services at Cuyamaca College. Prior to that, she was the Dean of Student Development and Matriculation at San Diego City College and Dean of Student Affairs and Matriculation at San Diego Miramar College. She formerly served as the Acting Executive Director of Early Outreach and TRIO, TRIO Upward Bound Director, Outreach Coordinator and Student Affairs Officer at University of California, San Diego.

Professionally, Dr. Barnes serves as an Affiliated Member of the Doctoral Faculty at San Diego State University, and has served as an Educational Consultant to the Research and Planning Group (RP) as part of the Bridging Research Information and Cultures Initiative (BRIC), promoting cultures of inquiry in California Community Colleges. She has made numerous presentations, to include First Year Experience, Student Success, integrating basic skills and matriculation, and integrated planning at local, state and national conferences. Dr. Barnes has published journal articles related to First Year Experience in Developmental Education, and is currently co-authoring a book chapter on Student Learning Assessment in Community Colleges.
